در 17 سالگي ترك تحصيل كرد و بعد از آن شروع به مشروب خواري افراطي و خالكوبي روي بدنش كرد. طبق گزارشهاي سرويسهاي جاسوسي اردن كه در روزنامه آسوشيتدپرس امان به چاپ رسيده، زرقاوي به دليل تجاوز جنسي در دهه 1980 در حبس بوده است، هرچند در اين زمينه اطلاعات ديگري موجود نيست. در 20 سالگي كه از زندان آزاد شد، فردي آواره و بي هدف محسوب ميشد و مانند ديگر مردان جوان عرب به دنبال هدف و انگيزه بود. در نهایت اين هدف را در شمال شرقي كشورش يعني در افغانستان يافت، از اين رو به اداره جهاد يا جنگ مقدس عليه روسها به شهر خوست در شرق افغانستان آمد.<br />

اما اندكي دير به افغانستان رسيد زيرا روسها افغانستان را ترك كرده بودند و زرقاوي از اين پس به جاي تفنگ، قلم به دست گرفت. سپس به عنوان گزارشگر مجله كوچك جهاديها به نام ''البنيان المرصوص'' مشغول به كار شد. زرقاوي در سال 1992 به شهر زرقا بازگشت و با گروهکي اسلامي به نام بيات الامام شروع به همكاري نمود. او در 1993، پس از آن كه مقامات اردني به حملات مسلحانه وي و وجود انبار بمب در منزلش پي بردند، دستگير و به زنداني در حاشيه بيابان به نام زندان «سوجا» فرستاده شد.<br />

او در سال 1999 جماعت توحيد و جهاد را بنيان گذاشت و رهبري آن را تا زمان مرگش در ژوئن 2006 بر عهده داشت. وي طي پخش نوارهاي ويدئويي مسئوليت چندين عمل خشونت بار از جمله کشتن شهروندان و غير نظاميان مختلف در عراق را به عهده گرفت. زرقاوي مخالف حضور آمريکا و نيروهاي غربي در جهان اسلام بود. در اواخر سال 2004 او به اسامه بن لادن و القاعده پيوست و از اين پس جماعت توحيد و جهاد، القاعده عراق ناميده شد و زرقاوي توسط القاعده ملقب به «امير القاعده در کشور بينالنهرين» شد.<br />
